The mission of the original design office (1889) was the design and construction, including armoring and equipment, of ships, naval vehicles and boats for the German Imperial Navy. The design documents created had to be submitted to the Navy High Command for assessment, whereby, among other things, correspondence had to be sent via the Naval Department (A). With the development of the Kaiser class, greater independence and better equipment were required for the area, so that in 1894 a construction department was created in the Naval Office (Konstruktionsdepartement im Reichsmarineamt).

With the development of the dreadnoughts and the Nassau class, the department was changed and upgraded again under the new director Rollmann. In September 1918, the director of the construction department, Vice Admiral Friedrich Schrader, resigned and his replacement until 6 November 1918 was Rear Admiral Gottfried von Dalwigk zu Lichtenfels. After the construction department was officially dissolved on 15 June 1919, the task of the former staff was to handle and utilize construction projects and building materials in favor of the Reichsmarine.
