Burris was appointed by Democratic former Governor Rod Blagojevich to replace Barack Obama, who had resigned following his election as President of the United States.[1]

Prior to his Senate appointment, he was the first Black elected to statewide office in Illinois, when he was elected Illinois Comptroller in 1978. He served in that office until his election as Illinois Attorney General in 1990.
