Željko Ražnatović (Also known as Arkan) was a Serbian Paramilitary leader during the Yugoslav Wars. Arkan grew up in a very strict household to his father, a WWII Yugoslav airforce pilot. By age 20, Arkan has emmigrated to Western Europe illegally and was engaged in many underworld murders,robberies and had warrents in Germany,Belgium,Netherlands,Sweden,Austria,Switzerland and Italy. Having escaped many prisons in Europe by 1977 and 1979. In 1981, Arkan returned to Serbia and invested himself in a few illegal businesses until the early 1990's, when then Yugoslav Wars broke out. In 1991 he formed the paramilitary group, Serb Volunteer Guard, finding most of it's members from the hooligan supporters of Red Star Belgrade, a Belgrade football club.

It was during the Kosovo War that it is alleged that Arkan and his group were involved in Crimes against humanity and plotting to assassinate the newly elected prime minister of Croatia, Franjo Tuđman. In 2000, Arkan was assassinated by Dobrosav Gavrić who shot him and two others during a meeting in a hotel. Arkan was shot through the left eye and died instantly.
